Paul was preaching and sharing the Gospel in the marketplace in Athens when certain philosophers heard him and brought him to what is known as the Areopagus (which means Mars Hill) for other men of learning to hear what he had to say. Here in verse 28 Paul says that God brought all people into being and they only exist for His providence.
Job 12:9-10
Who among all these does not know that the hand of the Lord has done this, In whose hand is the life of
every living thing, and the breath of all mankind?
Colossians 1:16-17
For by Him all things were created that are in heaven and that are on earth, visible and invisible, whether
thrones or dominions or principalities or powers. all things were created through Him and for Him. And He is
before all things, and in Him all things consist.
